It consists of 2 bronze figures, one a soldier, the other a sailor, standing guard at each end of a large empty granite tomb (the cenotaph).

There was a dedication ceremony for the alter stone (granite base) on 8 August 1927. The altar stone was used for commemorations until the Cenotaph was unveiled on 21 February 1929.
