Member of the Finance Committee in 1942 and 1949; vice-chairman of the Electricity Committee, 1942; member of the City Planning and Improvements Committee, 1942-1950 and its Vice-Chairman in 1948; the Special Markets Committee, 1942; the Health and Recreations Committee, 1943-1945; the Works Committee, 1944-1947; and the National Emergency Services Special Committee, 1943-1945. Elected Council delegate to the Cumberland County Council, 1946-1949. Prior to his work with the Council, Carter worked for the Department of Public Works and was the President of the Institute of Engineers of Australia, 1923; member of the London Institution of Civil Engineers and a fellow of the American Institute of Electrical Engineers; and an alderman on the Kuring-gai Municipal Council in 1935-1941 and its mayor in 1938-1939.
