This series contains development application files for properties within the boundaries of South Sydney Municipal Council, 1952-1981.

The files are controlled by the:
- Planning Street Cards (AS-0533) in the period 01/01/1952 to 31/12/1981 (Only the microfiche of the Planning Street Cards for the SSMC files survives) 
- Development Application Registers [South Sydney Municipal Council] (AS-0310) in the period 01/08/1968 to 31/12/1981.

The files were created by:
- Town Planning Department [South Sydney Municipal Council] (AG-0026) in the period 11/03/1981 to 31/12/1981
- Planning and Building Department [South Sydney Municipal Council] (AG-0024) in the period 04/06/1975 to 10/03/1981 
- Development and Building Department [South Sydney Municipal Council] (AG-0025) in the period 05/06/1974 to 03/06/1975 
- Town Planning and Development Department [South Sydney Municipal Council] (AG-0021) in the period 01/08/1968 to 04/06/1974
- City Architect and Building Surveyors Department II (AG-0016) on the period 01/01/1952 to 31/07/1968.

Development applications were submitted to Council in accordance with the provisions of the Local Government (Town and County Planning) Amendment Act 1945. This Act required that any person or organisation wanting to develop a site or property, had to submit an application to Council for approval.

The definition of ‘development’ given in the Act is open to interpretation. It defines development as ‘the erection of any building, the subdivision of the land and the carrying out of any work thereon for a purpose which is different from the purpose for which the land or building or work was last being used’.

It has generally been interpreted in practice that a development application is required whenever the owners are proposing to change the use of the land, building, or work from what it previously was, subdivide the land, or erect a building. An application would not be required if the usage remained the same but minor alterations, such as changes in office partitions, were carried out.

When South Sydney Municipal Council was split from the Sydney City Council in August 1968, files dating back to 1949 relating to the new council's area, were transferred to its custody. Files from 1952 were placed in this series. Files from 1949 to 1951 were kept separately and are found in AS-0094, Interim Development Application Files [South Sydney Municipal Council].

From January to August 1968, the files were created by the Sydney City Council and given the usual annual single number. From August 1968, the files were created by the new Northcott Council (later renamed South Sydney Municipal Council), who started the numbering again at 1, but with a prefix N. This means there are two files numbered 1/1968, except that one file has the prefix ‘N’.

There are also two sequences of files for 1980, following the passing of the Environmental Planning and Assessment Act, 1979. The first sequence runs from 1 - 411. Then after the passing of the act there is a second run of 1980 files from 1- 198. The 1981 files are numbered from 199.

The files usually contain copies of the development application, plans, recommendations by the Planning Department, reports of Council officers, a copy of the consent (usually a copy of a Resolution of Council), or refusal. There are usually notes on inspections by Council showing when the development commenced and if the use was as approved.
