This series contains material relating to the redevelopment of the site at 1-59 Macquarie Street, East Circular Quay, owned by the Colonial Mutual Life Assurance Society Limited (CML). In 1989 CML proposed a redevelopment of the five buildings on the site. The development was a controversial one because of the size of the buildings and the proximity to the Sydney Opera House and the Botanical Gardens. Because the development was over $500 million it was handled by the Central Sydney Planning Committee (CSPC). CML mounted an exhibition about the development in July and August 1991 and the Committee provided books for the public to comment on the proposal. In January 1992 Council and the Central Sydney Planning Committee held an "Ideas Quest", to assist in determining future guidelines for East Circular Quay. More than 200 submissions were received. According to officers of Council's City Planning Division, the submissions were filmed and the originals returned to the owners. The film of the submissions has not been received in the Archives as yet. The submissions were reviewed by an assessment panel and revised Guidelines for Planning and Design Principles for East Circular Quay were advertised publicly from 15 June to 3 July 1992. These were adopted by the CSPC on 13 August 1992 and the final development application was approved by the CSPC on 1 September 1994. In 1996 there was further controversy after some of the buildings on the site were demolished, giving an unimpeded view of the Royal Botanical Gardens and the Opera House that had not existed before. Public meetings were held calling for the demolition of the buildings that were in the process of being erected. This led to the release of a Fact Sheet by Council which gave some of the background to the development. This series contains the original CML proposal submitted to Council in 1989, copies of the development proposals submitted in 1991, public comment books, the report of the Ideas Quest Assessment Panel, briefings to the CSPC and copies of the Fact Sheet released by Council in 1996. It also includes dilapidation photographs taken before construction commenced to record the state of the footpaths in Macquarie Street and the covered walkway to the Opera House.
