This series consists of photographs and negatives of buildings which were to be demolished or altered as part of a development application. Some of the alterations were minor, but in cases of significant buildings such as the Queen Victoria Building, the applicants were required to submit photographs of the site prior to the alterations being carried out.

The submission of photographs to be kept in Council's Archives was made a condition of the development consent for the building in 1989/1990. Some of the photographs are accompanied by extensive site histories and heritage reports. Occasionally the photographs relate to building applications.

The development or building application file number is noted in the item description for the photographs, but the volumes of photographs are controlled by a single running number allocated by Archives.

Most of the photographs were taken by commercial photographers and although Council has the right to use the photographs, this right does not extend to Council allowing third parties to reproduce the images. Users will need to seek permission from the copyright holders to obtain prints.
