Description
These are the minutes of the committee appointed by the Town Clerk on 29 January 1976, to supervise the computerisation of Council's various systems. Originally it was called the Computerisation Systems Advice Panel but it came to be known as the Steering Committee. On 11 December 1975, Council had called for tenders to furnish "a service to satisfy Council's needs for the Design, Programming, Supply, Installation and Staff Education of an EDP System to encompass all Accounting, Engineering, Planning and General Information Requirements." The Committee was set up to pass comments on the tenders received, and also to act as the "future Departmental Liaison Group for the implementation program, for the requirements for information and for the suitability of proposed procedures, systems and programs". (CRS 34, TC 187/76). The Committee consisted originally of W (Bill) Wightman, City Treasurer and Chairman; F Pyne, Chief Surveyor; Peter Southwell, Assistant to the City Engineer (Data Processing and Costing); Kerry Nash, Chief Strategic Planner; Terry Fogarty, Research Planner; J McNamara, Chief Pay Clerk; and W Thackall, Data Processing Manager. International Computers (Australia) Pty Ltd (ICL) won the contract in February 1976. The Town Clerk instructed that the first meeting of the Committee should be held no later than 6 February 1976. The early minutes of the Committee appear to be missing as the first minutes held by Archives are for the 7 August 1978 and folder number 1 is missing. The minutes record the progress of the computerisation of the various systems. They normally list a number of actions to be taken (eg "Personnel requirements, Payroll requirements, Auditor General's requirements will be reconciled and presented to ICL for comment"), the people responsible for the actions, and decisions taken by the Committee. Most of the minutes are the copies maintained by Ron Preston, who worked in Council's EDP Section as a senior program analyst and later Computer Services Coordinator. Until 1982, the minutes were placed in plastic folders that were numbered from 1 to 17. From the meeting of 27 July 1982 the minutes were kept loose and have been placed in manilla folders by Archives. Although there was no formal abolition of the Committee, it seems likely that its final meeting was held on 11 December 1984. The function of supervising Council's computerisation was taken over by CA 4, Information Systems Department, created on 28 May 1984.
