Formation of cofferdams were required before work on the dock could begin. Trucks and workmen can be seen as well as wharf buildings in the background. Circular Quay replanning. Photographic print from album F5: Tipping Sites. Note: A cofferdam is a structure that retains water and soil that allows the enclosed area to be pumped out and excavated dry.
