The Inspector of Nuisances was responsible for the inspection of and condemnation of food on sale in the markets and on the streets for most of the 19th century. The position of Health Inspector was formalised by 1919. This example of the mishandling of unwrapped sweets was probably part of a series of photographs used by the Health Inspector to educate food providers and the public about how to correctly handle food.
