On 22 June 1998, Council resolved to approve and adopt a draft busking policy for the City of Sydney This policy defines a busker as a "person who plays an instrument, sings, dances, juggles, mimes, performs an act or entertains the public".
Buskers are licensed by the Council and are issued with permits that must be on display while busking.
