They were created by the City Architect and Building Surveyors Department I (AG-0078) in the period 09/01/1888 to 31/12/1924) and the City Treasury Department I (AG-0012) I the period 01/04/1881 to 31/12/1903.

The Waste Book, 1 April 1881-15 June 1883, was used to enter all transactions at the moment they occur and later they may be placed into a more formal set of books. The entries are arranged in chronological order and are recorded as a single page entry. The information is recorded in columns under the following headings: number, name, city, water streets, water, sewerage. The amount of expenditure is added at the end of each day. The entries are recorded daily. (41/3, A-00446271)

This volume, City Building Surveyor’s Department Special Application Fees, 1888-1924, records special application fees made under Section 17 of the City of Sydney Improvement Act 1879. Special applications were made when a proposed building or addition was not strictly speaking allowed under the Act, but which could be allowed by a reasonable modification of the rules. The volume records the application number (a single running number from 1888 to 1924); applicant's name and address; folio number; amount; when paid; and initials. Most of the applicants appear to be architectural firms. The volume also notes arrears (money still owed) which are listed after the fees for the given year. It does not record the address of the proposed works. (41/6, A-00446272)

The entries in the Credit Book, 19 February 1892 to 31 December 1901, are arranged by ward and then by date. The record is done on a yearly basis and is an analysis of unpaid city rates for a given year. The page is divided into two, Credits and Outstanding City Rates. The last entry for the year is signed and the Credits and Outstanding Rates are totalled. The Outstanding City Rates are noted at the end of the volume. (41/7, A-00446273)

This volume, Balance Sheets, 1898-1900, shows the assets and liabilities of the Council at the end of the calendar year. It is divided up into the following funds:
- City Fund: This includes a list of the buildings and stores owned by Council, as well as a description of their location, width and depth of the land, the number and type of buildings erected, the current value, the total area; and rents receivable. Most entries are accompanied by a small plan of the site. The buildings include the stores at Haymarket; the Commercial Bank at Haymarket; four shops and offices on Hay Street; a pig yard and stores at Sussex Street; the Exhibition Building; the former Tollkeeper's residence at Randwick; the residence of the Moore Park Ranger and the Moore Park Depot; land used as depots at Paddington, Campbell and Exeter Streets; the Fish Market at Plunkett Street and wood block depots at Darling Harbour.

- Streets Loan Account: This includes the debt contracted for the purposes of wood paving carriageways. It shows that Council had wood paved 15 miles of streets.
- Cattle Sale Yards (Homebush) Loan Fund: This includes a small plan of the land at Homebush used as a public cattle and sheep sale yards, showing the Inspector's residence, and revenue from 1895 to 1898.
- Moore St. Improvement Loan - City Fund Suspense Account
- Sydney Town Hall Loan Fund: This includes a small plan showing the Sydney Town Hall building and the Electric Light building, a description of the land, the value of the ‘old building’ (the Vestibule, Council Chambers, Mayor's Rooms, all offcies and basement) and the ‘new building’ (the Centennial Hall, basement and conveniences) and the Grand Organ.
- The Public Markets Loan Fund: This includes block plans and descriptions of the Queen Victoria Markets, Old and New Belmore Markets, and the Fish Markets at Woolloomooloo. (41/8, A-00446274)

Entries in the volume Public Markets and Sale Yard Analysis, January 1899 to December 1903, are arranged in a classified system by fund (Cattle Sales Yards - Homebush, New Belmore Markets, Old Belmore Markets, Fish markets, Queen Victoria Markets), then chronologically by date within the fund. A double page entry which notes on one side Receipts and their sources and on the other side Disbursements and their objects. Totals are accumulated monthly and the records note date, particulars, dues, office rents, sundries, wages, salaries and such according to the fund being recorded. The names of employees are often recorded in the disbursements column next to their wages or uniform allowances. For example, the names of Inspectors Hugh Gordon and F Morgan are noted in the entries for the Cattle Sale Yards at Homebush, as well as A Hainke, who used to clean the earth closets.
