The City of Sydney Improvement Board was appointed by the Colonial Government under the City of Sydney Improvement Act, which took effect from 3 August 1879. The Act regulated building in the City and gave partial power to the Colonial Government and the Sydney Municipal Council. The City Building Surveyor was made the officer primarily responsible for carrying out the Act, but he had to seek the approval of the City of Sydney Improvement Board to demolish unsafe buildings under Section 29 of the Act.

Under this Section, the City Building Surveyor notified the Board of defective buildings. The Board, after inspecting the buildings, could instruct the Surveyor to have them repaired or demolished.

One of the items in this series is a book of references made by the City Building Surveyor to the Board about defective buildings. The volume records the reference number, the date referred, the number, description and location of the buildings, name and address of the owner or occupier, the order made by the Board (usually to be repaired or "taken down forthwith"), and a remarks column.

The series also contains a volume recording appeals against decisions made by the Board. The volume records the appeal number, date, name and address of person appealing, locality of buildings, name of owner and occupier, date dealt with, decision or order (usually dismissed or upheld on condition that repairs are made), and remarks.

The other item in this series is a folder containing copies of the Improvement Board's Annual Reports to the Colonial Secretary, newsclippings, and various reports.
