The duties of the Committee were the selection and appointment of day labour by ballot, consideration of proposals by heads of Departments for dismissals from the service, consideration of requests for clerical, professional and other assistance, and all cases of suspension from duty by the Mayor.

The ballot consisted of giving each labourer nominated by an Alderman a number which corresponded to numbered marbles which were drawn out of a bag. (Meeting of 22 July 1901).

The minutes are indexed alphabetically by subject and name of employee within each volume.
