Dwyer was appointed by the Premier's Department as the Liaison Officer between the 'Citizens Illuminations and Decorations Committee' and the 12 City Block Committees which oversaw the provision of decorations and illumination of buildings in the City of Sydney for the aborted 1952 Royal Visit and the 1954 Royal Visit.
The collection of papers include: tender documentation; correspondence; memos; minutes of meetings; plans; newspapers; and reports. It also contains newspaper clippings related to the Royal Visit of 1954 and other significant Royal events such as the Queen's Coronation and events from the 1930s. There is also a selection of published books that commemorate the 1954 Royal visit.
The papers of Noel (Kenneth Noel) Dwyer, were donated to the City of Sydney Archives by his sons Michael and Terry Dwyer in 2014.
This collection has been checked by State Records NSW who concluded only working documents are contained in the collection and that they are not Official State Records.
