Unique IDAS-1198Start date1st January 1971Start date qualifierexactFormatLoose PapersDescriptionThe Statutory Scheme controlling development in specific areas under NSW legislation, from the County of Cumberland Planning Scheme prescribed in 1951 through to the current 2012 Sydney Local Environment Plan, must be supplemented by objectives, policies and performance standards to ensure that the statutory powers are be exercised effectively and meaningfully. The Strategic Plan is the Statement of objectives, policies, and priorities for action, adopted Resolution of Council. The Plan must suggest suitable procedures for ensuring that Council's objectives, policies, and programs can be put into action. It provides a set of ideas and objectives for the desired future of an urban area based on whether it is Iikely to have an important bearing on the city structure or the general pattern of change and renewal. It is based on studies of people's changing needs and ways of living, travelling, working and relaxing. It forecasts the desired future arrangement and character of services, spaces and structures.
The Strategic Plan defines the principles of environmental management, emphasising the relationships between activities, and the integration of activity and movement systems. When the Statement of objectives, policies and priorities for action has been adopted, a full program of detailed action planning can begin. Strategic policies are translated into specific projects and detailed codes of performance standards. These can be progressively adopted and implemented to provide, for example, the desired balance and distribution of car parking throughout the City to encourage the desired mix and density of uses and activities.

The Statement should be periodically be reviewed, updated, and amended, as should the statutory scheme. A Strategic Plan can indicate in what respect the Statutory Scheme must be amended to allow the Council's policies to be effective.
