Development applications are usually required for actions like using land, subdividing land, erecting a building, making significant alterations and additions to building, demolition, other matters controlled by an environmental planning instrument. Development applications can be certified by Council or by a private certifier. Some more minor development consent is now given by the issue of a complying development certificate.
