While the local environmental plan provided the legal framework, the development control plan provided a more detailed policy framework.
Prior to 2012 there could be multiple development control plans (also known as "Master plans" or "Site specific development control plans") for a site, suburb or precinct.
Changes to planning legislation in 2012 meant that the City's comprehensive development control plan was implemented. Old master plans and site specific development control plans could still be relevant for ongoing development applications as they were approved under those planning instruments and amendments could be made to them. Some amendments refer back to a site specific development control plan while some change the local environmental plan for a site or add amendment to the comprehensive development control plan.
