Possible Reference to Foster: "Mr Alderman Young yesterday opposed the raising of all Corporation salaries, but that of one official particularly. He said all he had to do was to serve summonses, for which he got £3 10s a week, while a process-server in Ireland was very glad to do it for about 15s, including a very good chance of being shot half a dozen times a week. The Council, however, did not take Mr. Young's view of the matter." [ref: Evening News 15 December 1882]
