He writes that he arrived at the Town Hall Electric Light Station engine house on a Saturday evening and found the attending fireman, known as Barrett, missing. He notes that the place was in darkness and the fire almost out, which led to power outages. While Westcott was fixing the issue, Barrett returned very intoxicated and was sent home. On the back of Westcott's letter, it is noted that Barrett is known to have a problem with alcohol. There is an additional letter, which acted as witness to Westcott's recount and notes the power outage disrupted an Organ Recital.
