The folders mostly contain letters received by Council. This includes letters received from outside bodies (Government departments, private firms) and individuals, as well as letters received from the Mayor, Aldermen, and Council officers such as the City Surveyor. For example, in 1900 the City Building Surveyor wrote to Council about the Improvement Board and Alderman McElhone wrote to complain about the state of Sir John Young Crescent.
As each letter was received, it was registered in Registers of Letters Received (AS-0002), and given an annual single number. This number was not normally written on the letter itself, but on the cover of the folder. The letter was then indexed in Indexes to Letters Received (AS-0003), usually by the name of the author.
The letter was placed in a manila folder. The corner of the letter would be folded and then annotated with the action taken by Council in response to the letter. The folder cover was annotated with the letter number, date received, author of the letter, date the letter was written and a summary of the contents.
Some of the folders contain material related to the correspondence, such as demolition plans, plans of proposed buildings, and specifications for new works.
The early folders in this series contain just the letter received. Later, copies of letters sent in reply by the Town Clerk were added to the folders. These copies were annotated with the annual single number.
For the period 1907 to 1911 subject index cards were prepared for this series. The cards are arranged alphabetically by broad subject headings, and note the date of the letter, the author, summary of the contents and the letter number.
This series is also partly indexed in Special Registrations Index (AS-0123). This volume was prepared by staff as an index to files on significant or recurring matters. It indexes files as early as 1900.
