She would not make improvements and after Council officers threatened Mrs Payne to 'board up the place' and stop keeping lodgers she left and went to 185 Goulburn Street and set up another lodging house. Question as to whether she is required to pay another licence fee. Decision was that it applies to the house - Mrs Payne is eligible for a refund on the first property but had not applied for one.
