Paddington Town Hall, on the corner of Oxford and Oatley roads, was built in 1890-91 to a design by the architect John Edward Kemp in the Victorian Free Classical architectural style. Premier of NSW Sir Henry Parkes laid the foundation stone on 8 November 1890. It included a 32-metre-tall clock tower. The building was officially opened on 3 October 1891 by the Governor of NSW, Victor Child Villiers, 7th Earl of Jersey. A clock was installed in the clock tower in 1905 to commemorate the coronation of King Edward VII.
When completed, Paddington Town Hall’s main hall was the second largest in Sydney, second only to Sydney Town Hall, and could seat up to 1000 people. The interior of the main hall was altered in 1933-34 in the Art Deco style. Paddington Branch Library (known as the Frank Green Library) was officially opened in the town hall in 1952. A cinema, television studios and a community radio station were built in the southern wing of the building the late 1970s. Paddington Library within the town hall is run by Woollahra Council. Restoration works were carried out in 1992-94 and 2012-13.
