More than 1,500 community members craned their necks to catch a glimpse of the momentous occasion when the Premier came to Paddington to mark the beginning of construction for their town hall. The Mayor, Charles Hellmrich, wearing his ribbon, can be seen standing next to Sir Henry Parkes in an illustration from the Sydney Mail, 22 November 1890. The ribbon was also worn by invited guests so they could access the VIP viewing area.

The ribbon was donated by Betty Windon in 1983.

This ribbon appeared in the City of Sydney's 2017 exhibition "Our City - 175 Years in 175 Objects" - Item 130 - Inspiring - Halls - Paddington Town Hall, 1890-1891 (page 158 in exhibition catalogue)
