He was a printer and a politician. He owned the Metropolitan Printing Office. Lees was involved in the Loyal Orange Institution of New South Wales in the 1870s and was the President of the Protestant Alliance Friendly Society of Australasia in the 1880s and Director of the Protestant Hall Co. Ltd. Lees was Mayor in 1895 and Lord Mayor in 1904. A member of Council Committees: Finance (1899-1903, 1905, 1906 and 1909); Garbage Disposal (1900); Labour Advisory (1901 and its Vice-Chairman); Staff and Labour (1902-1903); Parliamentary and By-Laws (1903); Parks and Recreations (1903); Works (1907); Fruit and Vegetable Markets (1907); Health and By-Laws (1905-1909).
