Bartley was Mayor of Vaucluse from 1941-1942 and Lord Mayor of Sydney in 1943-1944 and 1946-1948. He was a member of : the Works Committee, 1942, 1949-1951 and 1957-1959; the Electricity Committee, 1942; the Health and Recreation Committee, 1942, 1949-1951, and 1957-1959; the Finance Committee, 1945, and 1951-1959; the City Planning and Improvements Committee, 1945, and 1951-1954; the Special Committee on National Emergency Services, 1942 and a founding member of the Cumberland County Council; Councillor, Sydney County Council, 1945-1946; and President of the Australian Comforts Fund, NSW Branch and The British Centre.
