He was a union organiser. He was a member of the Works Committee and the Health and By-Laws Committee from 1935 to 1938. Prior to his election as alderman, Dean was a Council employee for fourteen years until his resignation in 1926 to take up duties as an Organiser in the Federated Municipal and Shire Council Employees Union of Australia. He was born on 6 May 1877 and died on 22 September 1938. Photo: Council Record Series 54/45 and 71/246.
