Armstrong was Lord Mayor in 1965-1967. Member of the Finance Committee, 1935; the Health and By-Laws Committee, 1935, 1937-1938; the Works Committee, 1936-1948; the Electricity Committee, 1936; the Health and Recreation Committee, 1939-1948; and the National Emergency Services Special Committee, 1940-1945. He served as a Senator for New South Wales, 1938-1962; Minister of Supply and Development, 1946-1949; and Deputy Leader of the Opposition in the Senate, 1951-1956. He was elected Councillor of the Sydney County Council in 1948 and became its Chairman in 1963-1965. He was the Australian High Commissioner in the United Kingdom, 1973-1975.
