He was a solicitor. Rowe was a member of the Health and By-Laws Committee, 1935-1937; the Electricity Committee, 1935-1936; the Finance Committee and the City Planning and Improvements Committee from 1936 to 1937. He was a Director of the AMP Society, and the Bank of New South Wales, and Chairman of the local board of advice of Goldsbrough Mort & Co. Ltd. He was born on 9 June 1895, and died on 26 May 1967.
