He was a taxation expert. Harding was Lord Mayor in 1945. Member of the Works Committee, 1935-1941; the Health and By-Laws Committee, 1935-1938; the City Planning and Improvements Committee, 1936-1937 and 1942-1944; the Finance Committee, 1937, 1942-1945, 1944 and 1946-1948 and its Vice Chairman in 1942-1944; the National Emergency Services Special Committee, 1942-1945; and the Health and Recreations Committee, 1939-1941 and 1946-1948. He was a Councillor of the Sydney County Council, 1938-1944 and was its Chairman in 1942. He was born on 4 January 1893 and died on 31 March 1978.
