He was a clergyman, trade union leader and politician. He was a Church of Christ minister in Victoria and became the President of the Sailmakers Union and was a representative to the Labor Council of New South Wales until 1934. He was a member of the Socialist Party of Australia and initiated the formation of the Communist Party of Australia in 1920. He also worked for the Department of Defence in 1915. Garden rejoined the Australian Labor Party to get onto Council and became a member of the Finance Committee, 1930-1934; the Works Committee, 1930-1934; the Health and By-Laws Committee in 1930; and the Electricity Committee, 1931-1934. Garden was elected a member of the House of Representatives for Cook, 1934-1937. He was born on 13 August 1882 and died on 31 December 1968. ADB.
