Parkes was Deputy Lord Mayor in 1936. He was the Chairman of the Electricity Committee, 1931-1941; member of the Finance Committee, 1930-1941; the Works Committee, 1930-1937; the Health and By-Laws Committee in 1935; the City Planning and Improvements Committee, 1936-1941; and the National Emergency Services Special Committee in 1940. Parkes was also a member of the Metropolitan Water, Sewerage and Drainage Board, 1931-1935. He was born on 19 February 1868 and died on 29 May 1943.
