He was a member of the Health and By-Laws Committee, 1919-1924 and 1936; Electric Lighting Committee, 1919-1920; Finance Committee, in 1921, 1927, and 1937-1945; the Electricity Supply Committee, 1922-1924 and 1927; Electricity Committee, 1935, and 1937-1942; the Works Committee, 1935-1936; the City Planning and Improvements Committee, 1936-1944; and the Markets Special Committee, 1942-1943. Stokes was Lord Mayor 1925-1926. He was elected MLA for Goulburn, 1925-1927 and was Minister for Agriculture in 1927. He was born on 15 August 1884, and died on 6 April 1945.
