O'Dea was elected to Council on six separate occasions.
- Alderman for Camperdown, 1 December 1924 to 31 December 1927
- Phillip Ward, 18 June 1930 to 31 December 1948
- Darlington Municipality (in addition to Phillip Ward), 4 December 1948 to 1 December 1950
- Camperdown, 2 December 1950 to 4 December 1953
- City Ward, 5 December 1953 to 4 December 1959
- Phillip Ward, 5 December 1959 to 3 December 1965

He was also members of several committees including:
- Finance Committee from 1925 to 1927 and 1930 to 1934
- Works Committee from 1925 to 1927 and its Vice-Chairman
- Health and By-Laws Committee from 1925 to 1926 and 1931 to 1938
- Electricity Supply Committee in 1927
- Electricity Committee in 1930, 1932, and 1935 to 1936
- Health and Recreations Committee from 1939 to 1940, and 1942 to 1956
- City Planning and Improvements Committee from 1954 to 1965 and its Vice-Chairman from 1958 to 1960
- National Emergency Services Special Committee from 1940 to 1945

O’Dea was Lord Mayor from 1949 to 1952. Charges of malpractice against him were later dismissed. His insistence on wearing the robes of office earned the epithet ‘Ermine Ernie’. He was a Councillor of the Sydney County Council from 1935 to 1960 and its president from 1958 to 1959.

O'Dea was a vocal and combative right-wing member of the Australian Labor Party. O’Dea was elected member of the Legislative Council from 23 April 1943 until his retirement on 22 April 1967. He had been a Candidate for the seat of Richmond in the House of Representatives in 1919 but did not win the election.
