Member of the Electricity Committee, 1925-1926; the Works Committee in 1927; the Finance Committee, 1925-1927 and 1949-1956 and its Vice-Chairman 1925-1926; and the City Planning and Improvements Committee, 1949-1956 and its Vice-Chairman in 1949-1952 and 1954. Green was Deputy Lord Mayor in 1927 and 1953 and was found guilty of bribery in connection with the construction of the Bunnerong Power Station. Prior to his election to the Council of the City of Sydney, he had been an alderman for the Paddington Municipal Council, 1917-1922 and 1941-1948 and Mayor of Paddington in 1920-1921 and 1945-1946.
