He was a wool buyer and sportsman. Marks was Lord Mayor in 1930. Member of the Health and By-Laws Committee, 1920-1927 and 1931-1947 and its Vice-Chairman in 1922-1924 and 1931-1947; the Finance Committee, 1920, 1923-1927, 1938-1947; the Electricity Supply Committee, 1921-1922; the Electricity Committee, 1931-1935; the Works Committee, 1931, 1933-1938 and 1943-1947; the City Planning and Improvements Committee, 1937, 1940-1947; the National Emergency Service Special Committee, 1940-1945; and the Markets Special Committee in 1942. He was elected MLA for North Sydney, 1927 to 1930. He was born on 7 May 1871, and died on 2 December 1947.
