Unique IDAG-0002DescriptionOn 7 February 1949 a special committee was appointed by Council to survey and investigate City health and cleansing. This committee proposed that CA 73, City
Health Department, be divided into two departments, to be known as the City Medical Officer's Department and the City Health Department. This was approved by Council on 8 August 1949.
The objectives of this Department were to:
ensure all employees and prospective employees are medically fit to be employed as officers of the Council. This involves a medical examination, medical treatment, maintenance of a medical history card for each employee and preparation of declarations of physical fitness.
provide immunity for all children within Council's boundaries against infectious diseases such as diphtheria, tetanus, whooping cough, poliomyelitis, measles and mumps. This involves maintaining an immunisation record for each child and conducting immunisation programs.
provide subsidised dental treatment to permanent employees of the Council.
The first City Medical Officer appointed as head of this Department was Dr William Oswald Vogwell. Dr Ian Hamilton was appointed to succeed him on 8 August 1966.
The City of Sydney Act 1988, proclaimed on 2 December 1988, divided Council into two Councils - Sydney City Council and South Sydney City Council. In 1988 a consultant was appointed by the City Commissioners (who had replaced the elected Council in 1987) to draft organisational structures for the two Councils. This led to the renaming of some Departments. The name of the City Medical Officer's Department was changed to the Medical Department.
It was recommended that the City Medical Officer would provide medical services for South Sydney City Council on a three year contract. This was adopted as part od the cross-servicing arrangements between the Councils.
On 26 July 1991, Council adopted a new management structure composed of four divisions - Finance and Administration, Corporate and Community Services, Planning, and Works. The use of the word "department" was discontinued so the name of this department was shortened to "Medical" and it was placed in the Finance and Administration Division.
Throughout 1992 and 1993 there was further administrative change in Council. From 1993, Medical has been placed with CA 29, Personnel, in the Office of the General Manager.
