Unique IDAG-0140DescriptionCA140, Cultural and City Services Committee, 1993-1999 was responsible for the following matters: a) Council's events; entertainment; and cultural programs; b) community services; c) recreation services (including swimming pools); d) donations to community and cultural groups; e) Town Hall management; f) hall hire including subsidies; g) libraries; h) City Promotions; i) City retailing; j) precinct committees; k) cleansing services; l) infrastructure maintenance that does not have design implications; m) the ordinance inspection function; n) the care and control of parks and public spaces; o) waste disposal and recycling; p) Environmental Management; q) public safety and emergency response; and r) health inspections. The responsibilities to determine applications for subsidised hall and venue hire (except those related to civic and ceremonial functions which were solely decided by the Lord Mayor under the Local Government Act 1993), was delegated to a panel composed of the General Manager, the Lord Mayor and the Chairman of the Cultural and City Services Committee, subject to budgetary constraints. All decisions were to be reported via the Aldermen's [Councillor's] Information Service.
This Committee was formed by a Resolution of Council of 28 June 1993, when four Standing Committees and one Special Committee were established, namely: CA 142 Finance IV 1993+ (later known as the Corporate, Finance, Properties and Tenders Committee); CA 140, Cultural and City Services Committee, 1993-1999; CA 143, Planning Committee II, 1993-1999; CA 144, Projects and Public Spaces Committee, 1993-1999; and CA 141, Properties Committee II, 1993-1995 (a special committee of the whole). At this time, the new CA 140 Cultural and City Services Committee, 1993-1999 took over the responsibilities of the property management functions of CA 45, Corporate and Community Services Committee, 1989-1993 and the responsibilities for cleansing, care and control of parks and public spaces and waste disposal from CA 44, Works Committee III, 1989-1993.
Under the approved structure, the functions and operations of various standing committees are reviewed and determined each September. Two members of CA 140, Cultural and City Services Committee, 1993-1999 constitute a quorum for its meetings. Meetings are held on the first week of a three weekly cycle, usually a Monday, and after the meeting of CA 142, Finance Committee IV, 1993-1995. All of its correspondence is handled through normal Council processes. The Committee acts as advisory to Council and has no independent role, except when specifically delegated by Council.
All matters that are dealt with in the Committee are submitted to Council without recommendation only when the chairman so determines.
