Unique IDAG-0222DescriptionFollowing the announcement of boundary changes which were to take effect on the 8 May 2003, Council approved the recommendation of the Director of City Development and Projects, to create the CA222 Development Resolution Committee, 2003. This Committee was given the task of clearing the backlog of small development applications in the newly acquired areas from South Sydney City Council and Leichhardt Council. As approved, the Committee determined development applications under Section 96 of the EPA Act 1979 for the areas formerly administered by South Sydney City and Leichhardt Councils, including those applications which had received written objections.
Specifically, the Committee was assigned to handle: a) undertermined applications which had been outstanding for 30 days or more, noting that the Committee allowed such applications to be determined under staff delegation where appropriate. In such circumstances, these applications were to be determined by staff within 21 days; b) applications lodged after 8 May 2003 which were outstanding for a period of 40 days or more; and c) matters referred to it by the Council, Central Sydney Planning Committee, the Lord Mayor, General Manager or Director City Development and Projects. The Committee was different in function to the Small Permits Appeals Panel (SPAP), which review determinations already made by staff
members.
The committee was also given guidelines to follow in the performance of its functions and these have been spelled out in the terms of reference approved by Council. Other subjects included in the terms of reference were appeal rights, quorum of meeting, conflicts of interest of members, fees for panel members, reporting of decisions to Council, and delegated authority from the Central Sydney Planning Committee.CreationResolution of Council, 31 March 2003AbolitionResolution of Council, 31 March 2003.
