Henry Tsang was born in Kiangsi province of China in 1942 or 1943 and, with his family, fled to Hong Kong in 1949 as a refugee. He was raised in the then rural village of Tsue Wan. He was educated at Tak Sing Primary School and the attended Wah Yan Jesuit College until he left for Australia.
In Sydney he attended Vaucluse Boys High school and was awarded a B Arch from the University of NSW in 1969. In 1974 he received a Dip Bdg Sc from the University of Sydney and was a Fellow of the Royal Australian Institute of Architects. Henry Tsang was a principal of the architectural firm Tsang and Lee.
Tsang was Vice-Chairman of the Ethnic Communities Council of NSW from 1984 to 1990. Other bodies he served on were the Sydney Convention and Visitors Centre; the Tourism Task Force; the Australian Nursing Homes Foundation; the City of Sydney Cultural Council; the Capitol Theatre Committee; the Sydney -Nagoya Sister City Committee; and the Japan Week Committee. He was a member of the 1994 National Committee for the United Nations Conference on Population and Development in 1992, represented the Australian Local Government Association and the Council at the 1992 Earth Summit and was Chairman of the opening conference of the Earth Forum in Curitiba, Brazil.
He was awarded the Medal of the Order of Australia in 1991 for services to the community.
