According to the report by the Director of City Health & Community Services, the decision of December 1982 officially recognised an involvement with provision of aid to the homeless by the Council for some years previously.
The Minutes of the Health and By-Laws Committee from 1931 recorded how the City Health Officer had "submitted a report, dated 30th April 1931, stating that he had discussed with the Director General of Public Health the problem of providing facilities for bathing and disinfestation of the garments of homeless or shelterless people during the forthcoming winter... Although not recognised as a function of the Council, in the interests of the health generally of the community, the City cannot afford to risk any section being so affected in health from obvious lack of shelter as to be a possible focus for an outbreak of epidemic disease."
