The registers were created by Treasury II (AG-0027) in the period 01/01/1989 to 31/12/1990 and the City Treasury Department I (AG-0012) in the period 01/07/1859 to 31/12/1988.

The format of the volumes is usually lists of numbers of debenture scrip and names of subscribers beneath each debenture issue name. Separate volumes were kept after 1897 for individual issues, each issue was usually for a different purpose.

There are two sub-series of Registers of Debentures in this series. The first refers to a single volume dealing with the debentures issued under the names of the funds in to which city accounting was divided early in the nineteenth century. They were authorised under the various pieces of legislation passed for special purposes.

It deals with City Fund, Prince Alfred Park Fund Account, Sydney Common Fund Account, Water Fund Account, Sewerage Fund Account and lists the number, date, to whom issued, the rate of interest, date issued, currency in which interest was payable, when due and comments. Funds are separated by allotment to separate groups of pages in blocks with a page-tab index.

The second sub-series of this series were issued under the Municipal Councils Act of 1896, although some debentures were dated as early as 1884 when they were authorised under special authorisation from Parliament. Some volumes are missing while some are duplicates.
