Unique IDAG-0027DescriptionThis agency was created as part of the administrative reorganisation of the Council recommended by the Commissioners who were installed by the State Government in 1987-1988, and which took effect from 1 January 1989. Until March 1989 this new agency was called the Finance & Administration Department. The first head of the agency was Brian Nevin, with the title of City Treasurer.
The former Treasury I and Administration Departments were amalgamated, but some Administration functions were redistributed elsewhere, the new agency retaining responsibility for Electoral matters, purchasing (liaison with the South Sydney City
Council office which delivered this service under the cross-servicing arrangements), and stationery stores/printing, and there was also a Legal section, responsible mainly for chasing Council's debtors. The new agency retained all the financial management responsibilities.
The agency was structured as follows:

In July 1991 this agency was incorporated into the Finance & Administration Division, one of four newly-created divisions intended to coordinate Council's functions. These divisions are not recognised by the Archives CRS documentation system. At the same time the word 'department' was dropped from use.
During 1992-1993 Council's financial management came under the scrutiny of the State Government, and Council was instructed to improve its standards in this area, and produce a satisfactory plan to overcome its financial difficulties, or face the possibility of dismissal.
In December 1992 Council adopted a consultant's report recommending a further general reorganisation.
