The registers were created by the following agencies:
- City Engineer and City Surveyors Department II (AG-0088) in the period 27/01/1927 to 29/08/1928
- City Engineering and Building Surveyors Department (AG-0061) in the period 31/08/1928 to 01/06/1936
- City Engineers Department I (AG-0005) in the period 01/06/1936 to 01/07/1980)

The first register contains an alphabetical index by street address at the front. It was begun on 27 January 1927 and ceased to be used on 6 August 1951. Some of the entries refer to work carried out as early as 1893.

It records the date of application for paving work to be carried out, the location, the name of the contractor (sometimes private contractors and sometimes the City Engineer's Department), the class of asphalt (for example Neuchatel or Trinidad), the area in square yards, the City Engineer's departmental file number (AS-0144), date completed, and a remarks column. It is divided into sections for first, second and third class paving. Separate sections also exist for concrete paved footways, turfing in footways and tar paving.

The second volume dates from 1951 to 1980. It records the reference number (usually an annual single number), vote number, location, new paving (material used), old paving replaced, area in square feet, progress total, date completed, department file numbers (City Engineer's Department Correspondence Files, AS-0144), recorded by and date, and remarks. It is divided into sections: Class 'A' sheet asphalt on concrete; Class 'B' sheet-asphalt; Class 'C' concrete driveways; and Class 'D' concrete footways. Separate sections exist for first, second, third class and old tar paving.
