It seems to have been compiled to help prepare annual reports and the Vade Mecums from 1922.

The register appears to have been created and maintained by the following agencies:
- City Surveyor's Department (AG-0087) in the period 01/01/1922 to 19/01/1925;
- City Engineer and City Surveyor's Department II (AG-0088) in the period 20/01/1925 to 29/08/1928;
- City Engineering and Building Surveyors Department (AG-0061) in the period 31/08/1928 to 31/05/1936 and
- City Engineers Department I (AG-0005) in the period 01/06/1936 to 15/08/1967.

The volume is divided into sections dealing with separate street surfaces, with a detailed listing of areas for each surface, The areas are listed annually giving street name, length and area measurements, and occasionally deductions, additions, commencement and completion dates, and references to department files and plans.

The types of surfaces listed in the register are woodpaving, rewoodpaving, sheet asphalt, sheet asphalt carpet, concrete, neuchatel asphalt covered with asphaltic concrete, asphaltic concrete, metal dry, domman, special top dressing, cold patch emolium colpised, penetration macadam, tar-metal, topeka asphalt, woodpaving covered with asphaltic concrete carpet, cube setts, sheet asphalt (on metal foundation), sandstone paving, tarred gravel, cast iron blocks on concrete, tarred metal, durator, sheet asphalt on concrete foundation.

The register also provides an annual balance sheet giving total areas for each street surface and total areas for street, kerbs and gutters.

Tramway area surfaces are covered at the back of the volume, listing areas annually for each surface.
