The series is controlled by the Index to Deed Packets (AS-0213) in the period 15/09/1905 to 31/12/1988. It was created by:
- Information Services (AG-0004) in the period 28/05/1984 to 31/12/1988
- Administration Department (AG-0003) in the period 29/06/1970 to 28/05/1984, and
- Town Clerks Department (AG-0040) in the period 15/09/1905 to 29/06/1970.

The registration of Council's property titles began in 1905, when the City Solicitor was asked ‘to advise as to titles of Council's properties and the cost of bringing the same under the provisions of the Real Property Act’ (Town Clerk's Report of 1905). To facilitate the process, an officer from the Land Titles Office was engaged to prepare a schedule and register of all the deeds and agreements held by the Town Clerk. The appointment of Mr Charles Ford was agreed to by Council on 15 September 1905. The Town Clerk was able to report the work as completed in his Annual Report for that year.

The deed packets are controlled by a system which seems to have been established around that date. It consists of an index and the registers in this series. Deed packets are made up of the documents recording land ownership and property leases after the transaction has been completed. The packet is given the next running number in the register, where the individual documents are logged under the address of the property concerned. It is then entered into the index (alphabetical by street name) and cross-referenced to the page number of the register's entry.

The registers record two sequences, the first is alpha-numeric and the second, single number. The alpha-numeric sequence occupies the first 62 pages of volume 1 of the register. The pages are distinguished from the page numbers of the single number sequence by an A suffix. These entries were evidently recorded retrospectively - the contents of the deed packets the entries control date from between 1838 and 1912, but cross-references to Town Clerk's Department Correspondence Files (AS-0034) are as recent as 1935 and 1937.

The alpha-numeric sequence groups the deed packets into alphabetical groups according to street address, and in rough chronological order within alphabetical groups. The entries are numbered according to the chronological order with the initial as prefix – eg A1 is Argyle Street 1894, and A3 is Athlone Place 1903. This sequence is possibly the result of a tidying up exercise undertaken in the 1930s.

The single number sequence begins with an item whose contents date back to 1871, but the majority of the first dozen entries dates from 1904 to 1905. It is concluded that this part of the registration system probable dates from 1905, with only the first few entries being retrospective. The single number system continued until 1988, when registration of the deed packets was computerised.

Typically an entry gives the deed packet number, the date (column headed ‘instrument date’) of the deed documents, the address or name of the property, outline of the documents, reference by number to relevant correspondence files, and name of the other party in the transaction. Subsequent transactions resulting in legal documents relating to the same property are often recorded at the original entry (with the relevant new file numbers).

A number of entries have been stamped, dated (19 October 1936) and signed to indicate the deed packets concerned were passed to the Sydney County Council when it was established. In 1968, a large area within Council's boundaries was split off to form the Northcott Municipal Council (later renamed the South Sydney Municipal Council). The City Council also lost territory to Woollahra, Leichhardt and Marrickville Councils. Deed packets holding documents still in force relating to the areas no longer within Council's boundaries were transferred to the relevant Council. These entries have been stamped, signed and annotated with the number of the Town Clerk's file, which records the list of items transferred, to indicate which Council the deed packets have been forwarded.

As well as recording the transfer of documents to other Councils in 1968, the registers reflect the incorporation into the City of Sydney Council's boundaries of a number of small Councils in 1908, (Camperdown Municipal Council) and in 1949 (Redfern, Paddington, Alexandria, Darlington, Newtown, Erskineville, Waterloo and Glebe Municipal Councils). No special note is made of the origin of the legal documents transferred in those dates. It is simply noticeable that there is an influx of deed packets relating to those areas registered around those dates.
