The series was created by:
- Information Services (AG-0004) in the period 28/05/1984 to 31/12/1988
- Administration Department (AG-0003) in the period 29/06/1970 to 28/05/1984
- Town Clerks Department (AG-0040) in the period 15/09/1905 to 29/06/1970.

The index sheets are held in two-post binders with leather initial tags on the right-hand edge of the divider pages. The index is further sub-divided into initial and first consonant groups. Deeds are indexed according to the street address of the property concerned and are logged in chronological order in the appropriate alphabetical sub-division.

The index entry gives the address of the property, brief summary of the transaction (for example acquisition from (name of other party), lease of, acquisition of splay), document type, and the page reference in the register. It is necessary to go to the relevant page of the registers to get the actual deed packet number by which to retrieve it. No dates are given. Occasionally, where a document has been deposited in a deed packet, the entry will refer to the relevant correspondence file in AS-0034 or AS-0116.

The majority of entries refer to the single number sequence of deed packets which began in 1905, when the City Solicitor was asked ‘to advise as to titles of Council's properties and the cost of bringing the same under the provisions of the Real Property Act’ (Town Clerk's Report of 1905). To facilitate the process, an officer from the Land Titles Office was engaged to prepare a schedule and register of all the deeds and agreements held by the Town Clerk. The appointment of Mr Charles Ford was agreed to by Council on 15 September 1905. The Town Clerk was able to report the work as completed in his Annual Report for that year.

However, the alphanumeric sequence of deed packets is also indexed - in separate pages at the beginning of each sub-division. These pages have been ruled off to indicate that the sub-division is no longer used.
