The index was created by the:
- Planning and Building Department (AG-0008) in the period 01/01/1971 to 01/01/1974, and
- City Architect and Building Surveyors Department II (AG-0016) in the period 01/01/1936 to 01/01/1971.

The files indexed were part of City Building Surveyor's Department Correspondence Files (AS-0138, and a series of files that no longer exist, City Building Surveyor's Department Miscellaneous Files

The volume records the date of correspondence, the writer, precis, a Town Clerk's Correspondence File number from AS-0034 (if one exists), and either a City Building Surveyor's Department Correspondence File number (AS-0138), or a Miscellaneous File number (AS-0408).

Most of the Miscellaneous Files and the files in AS-0138 were destroyed in 1983. (See AS-0116, File 19.16.0082). The correspondence files were essentially duplicates of Town Clerk's Department Correspondence Files (AS-0034), except for Interim Development Application Files and Development Application Files, which were made up as correspondence files between September 1949 and 1953.

The Miscellaneous Files contained papers relating to planning matters that were not building or development applications.

Both the correspondence files and the miscellaneous files had an annual single numbering system. However, the miscellaneous files had three elements in the file number. The first was a running number allocated to each file, the second was a number ‘1’ which was actually part of the year number and was placed over the third element, which was the year, for example, 49 1/69.

Reference to Building Application Files (AS-0059), are also occasionally given.

The correspondence was recorded alphabetically by the subject of the letter and thereafter chronologically. The index to correspondence after 25 March 1974 (when this volume finishes) does not appear to be extant.
