It was created by the McKee Street Child Care Centre subcommittee, part of the Community Services Committee II (AG-0058).

During November and December 1982, the Women's Trade Union Commission under the direction of Ms Joan Evans, convened several meetings to investigate child care needs in the Ultimo/Pyrmont area. A number of organisations and companies, including John Fairfax and Sons, the NSW Institute of Technology, the TAB, the Museum of Applied Arts and Sciences, and the City Council, indicated an interest in the establishment of a work and study related child care centre.

The Work and Study Related Child Care Centre Association was formed, its objective to provide long day care facilities for children from 0-5 years, of workers and students in the Ultimo/Pyrmont area. In March 1983 the Association approached Council seeking its assistance in finding accommodation for the Centre. A special meeting of the Chairmen of the Community Services, Properties and City Planning Committee was held on 5 May 1983 to consider the matter.

Council was at this time negotiating with the Department of Main Roads for the purchase of vacant land at 2-10 Mary Ann Street, and 17-33 McKee Street, Ultimo for open space purposes. Council resolved on 23 May 1983 to investigate the feasibility of including provision for child care facilities on this site.

A resolution of 29 October 1984 approved in principle the construction of a child care centre in McKee Street, that the Department of Social Security should be contacted for funding, and that a subcommittee of the Community Services Committee should be set up to facilitate the establishment of the centre. The subcommittee would consist of one elected member of the Australian Labour Party, one elected member of the Civic Reform/Liberal Party, one independent alderman, the Director of City Health and Community Services, a representative of the Work and Study Related Child Care Association, and a representative of the Children's Services Resource Development Ltd.

The Subcommittee was abolished by a Council resolution of 16 September 1985 which sought to facilitate the administration of Council business by reducing the number of Special Committees and Subcommittees. Matters previously handled by those Subcommittee were now to be dealt with directly by the Community Services Committee of Council. Following a protest for the Children's Services Resource and Development Ltd the Subcommittee was re-established by a Council resolution of 3 October 1985.
