The East Sydney Brothels Investigation Committee was established by Council resolution of 12 November 1984 in response to a petition from residents asking Council to prepare a Local Environment Plan to control prostitution.

The Committee comprised members of Council, residents of East Sydney, and a representative each of the City Solicitor and the NSW Police.

By Council resolution of 16 September 1985 the functions of this special committee were channelled to a Council standing committee - the Major Building and Development and City Planning Committee. However, the Committee (now known as the Prostitution Investigation Committee) was reconstituted on 2 May 1986 with the Lord Mayor's approval following the tabling in State Parliament of the report of the Legislative Assembly's Select Committee upon Prostitution on 17 April.

The Prostitution Investigation Committee, chaired by Alderman Les Morka, was to investigate all matters in relation to the current legislation concerning prostitution approved by the NSW Parliament. It was to terminate its activity and report by 30 June, but a Council resolution of 25 September 1986 approved its continuation.
