The photographs consisted primarily of works carried out on city buildings and streets.

They depicted road construction, widening and repair, accidents which occurred due to faulty road or footpath surfaces, obstruction of city streets, Council construction and equipment, erection of hoardings and buildings on a limited scale, damaged buildings, streets signs, exhibitions, demolition of buildings on a limited scale, fountains, statues and memorials.

Some of the photographs would have been used as evidence for claims against Council for injuries and property damage. Some were used as evidence of poor work by contractors. The negatives were developed and stored by the Reprographics Section of the City Engineer's Department.
