It is unclear whether the cards represent the whole index, or a surviving fraction.

Each orange index card lists in chronological order of receipt the writers, subject precis, and register number, of a letter received. These numbers are, for the period 1907+, also the numbers of the Correspondence Folders in which the letters were placed.

The subject arrangement is at three levels.

Level 1 - The major subdivision is identified by blue title cards, with general subject headings including: corporation properties; health; staff; streets; miscellaneous; and electric lighting. The blue cards are placed at the rear of the section of the index to which they refer.

Level 2 - The secondary level is identified by buff title cards, with more specific subject headings. For example within the level (1) heading 'Health' are: nuisances; health notices; health generally.

Level 3 - The third level is the individual orange index card or cards relating to each specific subject. These are in chronological order by dates of letters indexed.
